4. It is difficult to understand that the period of appeal has

elapsed, since the interim assessment is for a period ending June 30th.

1939, and the appeal to H..the Governor bears date of 30th.January

1939.

Ten days is inadequate especially in this instance, as the work on

the building was incomplete and the architects figures were not

available until October 31st.1938 when Form 1 was completed and

returned to the Assessor's Office on November 1st.1938. To have

submitted figures which were not representative of actual expenditure

would have incurred the penalties set forth on Form 1.

5. Your petitioner humbly maintains that less costly and

cumbersome machinery be set in motion for the purpose of redressing

grievances similar to those set forth in my letters of

24th. November 1938

30th. January 1939.

Under the circumstances, I have the honour to request that the

Official Forms and the correspondence on both sides relating to this

matter, be submitted to H.B.k.Secretary of State for the Colonies for

further consideration, and for which purpose I respectfully submit

the necessary six copies.
